Mr. Lipczenko is a social service professional with significant experience in administration and management in the public and private sector. He worked for the Maryland Department of Human Resources for 25 years, the Child Welfare League of America, and has been a consultant, prior to joining the Community Action Agency staff in 2004, as the AYSB Director. He received his BA from Miami University (Oxford Ohio), MSSA from Case Western Reserve University and Doctorate from the University Of Baltimore.
