About Us

The Carroll County Youth Service Bureau’s (CCYSB) primary mission is to provide a community-based, comprehensive mental health and substance abuse clinic for children, adults, and families in Carroll County with a strong focus on prevention through early intervention and education. CCYSB serves people with a variety of behavioral and emotional illnesses, including at-risk children and adolescents, severely emotionally disturbed children, adolescents, and adults, and the chronically mentally ill. CCYSB programs are intended to provide the least restrictive, least costly, and highest quality services with the briefest and most focused treatment approaches so that clients may achieve maximum independence, recovery, and stabilization. CCYSB meets agency objectives by providing state of the art, best practices, evidence-based, quality services and access to a continuum of care in a most cost-effective way through collaboration with community organizations, continued use of grants-in-aid, fees for service and public and private health insurance coverage. CCYSB is governed by a Board of Directors, whose members include representatives from Carroll County Public Schools, legal offices, public agencies, the business community, and the faith community. CCYSB receives oversight from the Department of Health and Mental Hygiene (DHMH), the Department of Juvenile Services (DJS); Alcohol and Drug Abuse Administration (ADAA), and the Local Management Board. CCYSB is licensed by DHMH, certified by DJS, and certified by ADAA.

The Carroll County Youth Service Bureau has provided outpatient mental health services in Carroll County since 1972, extended these services to include substance abuse in 2011, and has grown into a multi-disciplinary behavioral health and substance abuse practice that offers a full range of outpatient treatment services to its patients. CCYSB is committed to lessening incidents, duration of hospitalizations, avoiding unnecessary emergency room visits, and ensuring appropriate utilization of services. To fulfill our commitment to our clients, the CCYSB utilizes a family systems approach, which reinforces child, and family strengths, addresses identified family needs, and encourage the use of community resources. Recognizing that children, adults and families may require different services, CCYSB has developed a continuum of services to better meet individual needs.
