About Us

AYSB, established in 1972 as part of the Anne Arundel County Community Action Agency, is housed in the Stanton Community Center, located in the vicinity of the State House, the Arundel Center and the Historic District. The Agency welcomes referrals from individuals, community programs and organizations. The counseling component is designed to prevent and decrease family disruption and juvenile delinquency. AYSB has established and maintains partnerships with other agencies to help provide in-kind human services and referrals for any additional needs.

Our Staff

Sascha Lipczenko – Director

Mr. Lipczenko is a social service professional with significant experience in administration and management in the public and private sector. He worked for the Maryland Department of Human Resources for 25 years, the Child Welfare League of America, and has been a consultant, prior to joining the Community Action Agency staff in 2004, as the AYSB Director. He received his BA from Miami University (Oxford Ohio), MSSA from Case Western Reserve University and Doctorate from the University Of Baltimore.

Avriel Puckerin

Avriel Puckerin is a graduate student intern in his last semester at Bowie State University. Mr. Puckerin, is attaining a Master of Arts degree in Counseling Psychology and is presumed to graduate Magna Cum Honore ranking in the top 10 percent of graduate students on his campus. Avriel has maintained a 4.0 GPA and has been awarded membership to The Golden Key International Honor Society, the Alpha Chi National College Honor Society. Avriel is also a member of The National Society of Leadership and Success.

Maria Winters, LCPC

Ms. Winters is a bilingual (Spanish) Licensed Clinical Professional Counselor who has over 13 years of experience in the mental health field. She holds a BS from Northeastern University in Boston, MA, and a Master’s degree from Argosy University in Washington, DC. Ms. Winters is an Approved Clinical Supervisor in the state of MD. She currently also works in a hospital setting and as adjunct faculty in Psychology.

Dr. Leon Washington, PhD – Supervisor/Counselor

Dr. Washington has been with the Annapolis Youth Services Bureau over 30 years. He specializes in sports psychology. He is Director of Safe and Orderly Schools, Anne Arundel County School System. He is involved in community projects through the Mu Rho Chapter of Omega Psi Phi Fraternity and Nomads of Annapolis Inc. He is also a member of the National Alliance of Black School Educators. He holds a BA and Masters degree from Bowie State, and PhD from LaSalle University

Dr. Pearl Pfuhl, PhD – Counselor

Dr. Pfuhl has over 20 years in the mental health field and sixteen years with the Annapolis Youth Services Bureau. She holds a BA from the University of Maryland, MA in counseling psychology from Bowie State University and a Ph.D. in clinical psychology from Southern California University. In keeping with the AYSB mission of preventing delinquency, Dr. Pfuhl’s dissertation explored the relationship “between inner control and self-esteem in violent females.” Dr. Pfuhl is an Approved Clinical Supervisor, National Certified Counselor, Licensed Clinical Professional Counselor, and holds a Diplomat in Clinical Hypnotherapy.

Dr. Gregory Mestanas, PhD – Consultant

Dr. Mestanas is a Fulbright scholar with postgraduate studies at Long Island University and the University of Maryland, a member in the Society of Clinical Psychology and Neuropsychology divisions of the American Psychological Association, a Fellow of the Maryland Psychological Association and is credentialed in the National Register of Health Service Providers. He directed clinical program operations in mental health and addictions for inpatient, residential and outpatient settings. In 2005, he authored a book on health. At AYSB, as a licensed psychologist and program consultant, he provides clinical supervision to staff and ascertains quality care and adherence to COMAR regulations.

Phyllis Collins, Administrative Assistant

Ms. Collins is the compassionate, welcoming, committed Office Manager for us. She came to AYSB with impressive managerial experience having previously served as Office Manager for Allstate Insurance where she worked for twelve years. A graduate of The Annapolis Fleet Temple Secretarial School; she received a Diploma in Business Studies. A native Annapolitan, she is a member of the John Wesley United Methodist Church. She serves her church and community as a member of the Outreach Committee. She actively volunteers for several local organizations.
